Take the Dirty Laundry and threw it into the Soapy Water. Go back to the Ground Floor and talk to Laundress Emily. Now you can use the Lucky Hoseshoe with the Rusted Hook to open the handcuffs. Use your Lucky Horseshoe with the Soapy Water and go back upstairs and talk again to the Laundress. Use the Soap with the Tub and use the Crank Handle.
